Dinesh Kamath's Editorial 'NMMC’s war against illegal constructions' that was published in Newsband

NMMC’s war against illegal constructions
Navi Mumbai Municipal Corporation has asked the fire fighters to buy their own rain gear and apply for reimbursement thereafter. This has created unrest among the fire fighting staff. The raincoat and gum boots of fire fighting staff need to be standard quality. The civic administration has set a limit of Rs 730 for gum boots and 782 for raincoat. Fire fighters are supposed to be important persons in any city and hence NMMC should be kind enough to provide them whatever gears and equipment they require without compromising on the quality of things they provide to them.
NMMS has also asked the land owners and developers to take adequate measures during monsoon season. NMMC has issued a series of directives that include ensuring no water logging occurs in pits dug up for construction purposes. NMMC wants the builders to ensure that construction activities do not cause any damage to neighbouring buildings. Also, if developers fail to secure these dug-up areas, it becomes a potentially risky spots, especially for children. Incomplete construction sites should have compound walls so that children and animals cannot enter, as per NMMC’s directives.

NMMC has asked citizens to report illegal structures. NMMC has decided to designate ward officers for acting upon complaints regarding illegal constructions lodged via toll-free numbers, WhatsApp and the official website. The officers will attend to the complaints promptly, said senior civic officials. NMMC has appealed to the citizens to lodge complaints against illegal constructions in their neighbourhood. They also requested prospective home and shop buyers to avoid striking property deals where OC and civic approvals have not been obtained. The high court also has asked NMMC to crack the whip on illegal constructions and set up dedicated grievance redressal centres at various ward offices. These are great steps taken in the direction of stopping the menace of illegal constructions coming up in many parts of the city.

Dinesh Kamath's Editorial 'Modi-Trump Meet will benefit both India and US' that was published in Newsband

Modi-Trump Meet will benefit both India and US
Prime Minister Narendra Modi is heading to the US for his first meeting with President Donald Trump. Trump has shaken up US foreign policy by challenging several established principles. He has come up with ‘America First’ framework. The American president has a highly personalised approach to foreign policy. Modi has also imparted his personal touch to Indian foreign policy. Both leaders have a clear vision for their respective country.
Modi-Trump meeting provides a good opportunity to update where each country stands in the other’s foreign policy priority. Trump has indicated a tough line on Pakistan-sponsored terrorism and described India as a terror victim. This is an advantage for India.
The first meeting between the two leaders will be important. The PM and Mr. Trump are expected to discuss on the defence partnership, counter-terror cooperation, as well as cooperation in the Indian Ocean region. Will the PM raise contentious issues like the U.S. pullout from the Paris Climate Change agreement and new restrictions on H1B visas for Indian professionals?
PM should get the U.S. President to reverse his decision which discriminates against Indian professionals. He cannot return empty-handed. Modi is likely to highlight the importance of Indian companies to the U.S. economy.
The meeting will set the tone for the bilateral ties that have seen a steady growth in the last 20 years. This is an opportunity for the two leaders to unveil their vision of the bilateral relationship that has grown steadily over the last 20 years.
New Delhi would want clarity from the Trump administration on the H-1B regime, the short-term visa for skilled workers which is crucial to Indian software majors’ overseas business. Trump sees the arrangement as a ploy to take away American jobs.
Modi enjoyed a good rapport with Trump’s predecessor Barack Obama, it will be interesting to see how his relationship shapes with the billionaire-turned-politician. Trump not meeting Pakistan Prime Minister Nawaz Sharif during Saudi Arabia holds a symbolic significance for Delhi.
Past US administrations have spoken out against terror emanating from Pakistani soil but little has been done on the ground to change that. Trump is expected to take a harder line.  The US was India’s major defence partner. There is no indication that they (the US) want to dilute this relationship.
New Delhi is also upset over Trump’s comments that India signed the Paris deal for “billions and billions of dollars in foreign aid”.
Trump "looks forward" to his meeting with Modi to discuss ways to strengthen the bilateral ties to "advance our common priorities: fighting terrorism, promoting economic growth and reforms, and expanding security cooperation in the Indo-Pacific region." You can expect the two of them to set forth a vision that will expand the US-India partnership in an ambitious and worthy way of both countries' people. The bilateral talks appear to be no bed of roses as they come amidst thorny issues like US' plans to reduce the number of H-1B visa slots that are mainly used by Indian IT workers and its withdrawal from the historic climate accord.
US energy and technologies, including natural gas, are helping to build Prime Minister Modi's vision for a new India and creating thousands of US jobs in the process. India said it signed the Paris deal not under duress or for lure of money but due to its commitment to protect the environment.

Apart from ways to enhance trade and business cooperation, Modi and Trump are expected to discuss defence ties.

Dinesh Kamath's Editorial 'India comes closer to eliminating Child Labour' that was published in Newsband

India comes closer to eliminating Child Labour
India has ratified two key global conventions meant to keep children away from work, decades since they were originally adopted by the International Labour Organisation. The ILO treaties are about the minimum age at which a person may begin work and the hazardous industries where she may not.
The 2016 Act contains the controversial provision that condones the employment of children below 14 years under the rubric of family enterprises and the declassification of several industries as hazardous occupations. According to the 2016 amendment, children may work in domestic enterprises only for three hours after school, and not between 7 pm and 8 am. These restrictions are intended to ensure attendance at school.
The 2016 child labour law amendment is in no way a dilution of 1986 law. The earlier law simply provided a list of occupations, where child labour was banned, but the current law prohibits child labour in all activities with few exceptions. Simply, it's like moving from 70% to 80%, while still short of 100%, and not the other way round.
Child labour is the biggest evil of our society. Our government make many promises in direction of eliminating child labour. But, they fail to follow it. Because it is not so easy task. We all have to cooperate with the government to achieve this goal. Child labour prevention on a bigger scale is still a dream in India and will remain like this unless the judiciary acts in a strict manner against those promoting it.
Rajya Sabha in July 2016 had passed a bill which prohibits employment of children below 14 years in all occupations or processes except where the child helps his  family, with the provision for imprisonment up to two years for any violation. 'The Child Labour (Prohibition and Regulation) Amendment Bill' makes employment of children below 14 years as cognizable offence for employers and provides for penalty for parents. The Bill defines children between 14-18 years as adolescents and lays down that they should not be employed in any hazardous occupations and processes.
Three ministries - Human Resources Development, Women and Child Development and Labour should come out with composite schemes for welfare of child labour and trade unions should be consulted while formulating these.
India has become an organised system for exploitation of children" and "it is a matter of shame" that government is working in piecemeal. There is a need for monitoring of child labour at district level and it may be done through the respective members of Parliament.
Also provide education to children so that they can earn money and support family, and do not get engaged anti-social activities. 40 per cent families fall in the BPL category and they find it difficult to send their children for studies. Such families should be given some stipend to support study of their children.

Child labour is an "oxymoron" as associating child with labour is in itself destroying childhood. We need to address child labour in relation of all other sectors of development and progress. Poverty is a big element and it plays a major role in child labour. There should be guidelines for child actors who work in mega serials that run for long periods of time. Inter-ministerial coordination is crucial for effective implementation of rehabilitation of children.

Dinesh Kamath's Editorial 'Only powerful moves by AAP can boost its image' that was published in Newsband

Only powerful moves by AAP can boost its image
The June 10 protest by Arvind Kejriwal’s Aam Aadmi Party against agrarian distress is an attempt to reach out to rural India and help expand the party’s base. Meeting the chief election commissioner Nasim Zaidi on alleged manipulation in the electronic voting machines, is another way to impress the voters.
The party is becoming too ambitious before consolidating. Its lack of success in the recent elections suggests that it has gone far from the core values, which were once so attractive to the people. Mr Kejriwal’s combative style alone won’t work. He and his government should be seen to be addressing national issues. Only this will yield to future political gain.
Recouping lost ground in Punjab should not be at the cost of Delhi. There were many innovative schemes that the party began, among them mohalla clinics, that are in need of attention. There is a huge problem of the lack of proper housing for migrant workers. Its poor showing in Punjab and the municipal elections in Delhi appears to have spoilt the mood of AAP
The Aam Aadmi Party (AAP) may have urban roots, but it has now decided to back farmer agitations and reach out to rural people across the country to expand its base for future elections. The plan to woo rural voters was spurred by its encouraging performance in interior regions of agriculture-dominated Punjab in the February assembly elections, and its relatively steep slide in the Delhi municipal elections last month.
AAP’s target is to create a farmers’ movement wherever state governments are insensitive to their plight.  AAP’s focus areas as Rajasthan, Madhya Pradesh and Chhattisgarh. The three states will go to the polls only in late 2018, giving the party enough time for organisation-building activities.

AAP has taken a number of steps to regain lost support in Delhi. Last year, the AAP government’s decision to penalise discoms for unscheduled power cuts was struck down by the Delhi High Court as the L-G’s prior approval had not been sought. AAP cannot afford to display such lapse. It should do something drastic to give boost to its image.

Dinesh Kamath's Editorial 'Will promise of millions of jobs remain a mirage?' that was published in Newsband

Will promise of millions of jobs remain a mirage?
India requires 20 million new jobs each year. 10-12 million youth are joining the labour force every year. Each Indian government has sought to address this with a patchwork of solutions. These have included financial handouts to keep unviable farms staggering along for a few more years, creating large numbers of pointless government jobs, import substitution strategies and, as the present regime is doing, encouraging self-employment. The private sector chipped in by seizing the opportunity created by the arrival of call centres and internet-based services.
Three years of Modi government has witnessed Job-creation promise falling short as unemployment rate went up. A shift in the pattern of employment from permanent jobs to casual and contract employment has an “adverse effect” on the level of wages, stability of employment, and employees’ social security.
How the BJP government has performed on job creation. The country was dragged through 10 years of Jobless Growth by the Congress-led UPA Government. The BJP had said in its manifesto for the 2014 general election, “Under the broader economic revival, BJP will accord high priority to job creation and opportunities for entrepreneurship.”
Narendra Modi, then campaigning for the position of Prime Minister, had said the BJP would create 10 million jobs: Yet, the 2016-17 Economic Survey, based on data from the labour ministry, stated: “Employment growth has been sluggish.” The survey includes workers in both formal and informal parts of the economy, as well as those working as casual workers in public works programmes.
The eight major sectors of manufacturing, trade, construction, education, health, information technology, transport, and accommodation and restaurant created 641,000 jobs. The Economic Survey pointed to a shift in the pattern of employment from permanent jobs to casual and contract employment.
The Prime Minister’s Employment Generation Programme (PMEGP)–which aims to generate employment in rural and urban areas by starting new micro enterprises and small projects–has fallen 24.4% from 428,000 in 2012-13 to 323,362 in 2015-16, according to government data. Until October 2016, the programme had created an additional 187,252 jobs, according to the latest data available.
A further 15,768 people opened micro-enterprises under the National Urban Livelihoods Mission in 2016-17,
Job creation in high-growth India should be a top priority. There are almost no jobs available in India’s high-growth economy. Of the one million new people who join the workforce every month, only 0.01% of new workers added to the work force actually found work.
Employment in the formal sector has fallen since 1997. More and more people are being pushed into either lowest-end self-employment; or the most unprotected and casualised wage employment.
65% Indians are younger than 35 years, and legitimately dream of a better life built on well-paid and secure employment; therefore many among them chose to trust their futures with Modi’s leadership. But three years into his tenure, employment-creation has not proved to be all it was cut out to be.
More and more people are being pushed into either lowest-end self-employment; or the most unprotected and casualised wage employment. The worst-hit by jobless growth indeed are rural workers and distress migrants. A whole set of people who might have been independent peasants have been pushed into the ranks of agricultural labour. They have no rights, no security of income, they are subject to the worst kind of drudgery, they cannot be organised. Much mainstream thinking implies that shifting people from agriculture to what are a number of already overburdened, filthy, polluted mega-cities to work in factories, clean the floors of a shopping mall or work as a security guard improves the human condition.

Without reversing the agrarian crisis, mending the broken education system, installing greater labour protections and promoting labour-intensive small manufacturing, the promise of millions of jobs will remain a mirage.

Dinesh Kamath's Editorial 'Why girls say ‘No’ to Engineering career?' that was published in Newsband

Why girls say ‘No’ to Engineering career?
In India, few girls go on to pursue scientific careers. That’s because society’s perception is that only women are responsible for rearing a child, marriage and not career. When it comes to STEM subjects --- science, technology, engineering, and mathematics --- it’s very much a boys’ club.
Currently, women make up just 8% of the student strength at the 23 IITs across the country. Even developed countries have fewer female scientists. In India, women do take up science for degrees, but few of them go on to pursue careers in this discipline.
Although girls are equally skilled in maths and sciences compared to boys, but the number of girls in engineering colleges are far more less as compared to boys. Thus the gender ratio in all engineering branches remains skewed specially for Mechanical, civil, chemical etc.
There are distorted notions about engineering as a career. It is thought of something which requires a lot of physical work. This is how a laymen thinks of different types of engineers: Mechanical Engineers: Someone repairing a car / Someone in a steel plant. Civil Engineers: The one who needs to deal with contractors, bricks, labor etc. Mining: Needs to go down in mines to set up explosives. Petroleum: Standing near fire all the time in the middle east. Computer Science/ IT: Coding day and night in an IT firm.
They do not understand that with technology the job profile of engineers has changed a lot, that You can perform design and analysis of all most every machine, Bridge, Mine, etc. on a single computer, that not everything engineers do requires the power of a crane.
Most of the people connect female gender with creativity and male gender with Logical and analytical thinking. Hence, most people suggest architecture, biology and Arts, fashion and interior designing to girls and engineering to boys.
There is also this notion that since the girl will have to cater to other responsibilities after marriage she must be able to work from home and should not have defined working hours thus architecture, fashion desiging, interior designing etc. fit in. But here also they forget that engineering also requires a lot of creativity and innovation and thus is suitable choice for girls. Many engineering jobs can be performed from home as well by being a freelance programmer or designer.

Females feel they can’t really handle all the machinery and the working in the labs with machines. To understand and excel in mechanical engineering one must go into the insights of how a machine works and most girls are not gadget freaks for that. But, nonetheless, the trend is changing now and many females are taking up mechanical engineering.
