Terrorism affects economy
India had recently hosted leaders of the five-nation BRICS (An association of five major emerging national economies: Brazil, Russia, India, China and South Africa) as well as the seven-nation BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation), which together represent two-thirds of humanity and more than a quarter of the world’s growth. BRICS came together in 2006 because of their promise as key “emerging economies”. They could not grab the world’s attention and challenge the “old order” as Russia, India, China, Brazil and South Africa remain leaders in their respective regions. They normally focus on financial systems, development initiatives, sharing of resources like water, oil, precious minerals and land, as well as battling climate change and poverty.  
But in the meet that took place in Goa the focus was on a single issue: terrorism. Prime Minister Narendra Modi chose to anchor his remarks on concerns about cross-border terrorism.
Terrorism is the major obstacle in path of India's development. Terrorism needs to be resolved and it is very important for the countries like Russia and China in BRIC to understand who they are supporting and what should be done for the growth of India. Russia and China are Pakistan friendly members, China especially so. Indeed, both see a major role for Pakistan in their internal problems with Islamic terrorism. The BRICS are relatively closed, crony capitalism driven economies, with Russia being an essentially oil exporting country.
India signed S-400 deal with Russia and many other deals with other countries and also focused over terrorism. Terrorism is a road block in India's development and especially terror export from Pak. PM Modi is initially focusing on completing level 1, without which we can't go to level 2 of development. Even if BRICS summit was dominated by terror export, then it is right. This is the need of the hour and BRICS is another platform to fulfill this need. All the countries of the world should come forward to curb the global problem which is terrorism. Every responsible country should join hand to fight against terrorism.
The mother of terrorist country should be boycotted by civilized and peace loving country. India should apply international pressure on Pakistan to stop these terror factory to destroy world. PM Modi is right in setting the tone about terrorism and how it derails economic agenda. It’s important to tell China and Russia who are cosying up to Pakistan and indirectly supporting terrorism against India. One should understand the state of terrorism Pakistan is imposing, and cannot sit idle like Congress which just ignored the issue.
Terrorism affects economy. All economies will fall if the terrorists are given a free hand without any control. So speaking about combating terror is also a part of economy. As one of the affected countries, which other platform is suitable to talk about that? Economics happens in presence of peace, when your borders are not secured you cannot impress investments.

In spite of India's concerted efforts on several international forums including the current one on projecting terror as the primary - and not the only - issue affecting every nation, and Pakistan as a country sponsoring terror activities, China is still hell-bent on supporting Pakistan. So India was right in focusing on terrorism.
