Can the Paris handshake between Pakistan
Prime Minister Nawaz Sharif and Prime Minister Narendra Modi ‘change the
climate’ of the Indo-Pak relationship. Issues
on which a resolution is required include
the implementation of a liberalised visa regime, upgradation of trade
checkpoint infrastructure at the international border and the Line of Control,
and other measures such as bank facilities to further trade. India’s concerns about Pakistan giving free
rein to terrorists also remain. The
other issues, playing cricket too is a commitment already made by Indian
officials, and India stands to be penalised if it does not keep the BCCI’s
contract with the Pakistan Cricket Board.
All these steps will be particularly
important in creating an atmosphere for a productive visit by Modi to Islamabad
in 2016, when he has accepted an invitation to attend the SAARC summit.
No PM in India's independence history has
ever been able to handle Pakistan policy as per his/her will, including Modi.
When Modi assumed office as PM, many people thought that he will deal Pakistan
with iron hand. But even after passage of considerable time of his tenure even Modi
seems confused about his approach to Pakistan.
Anyway, three actions from Pakistan are absolutely
necessary: Punishing 26/11 perpetrators, Handing over those terrorists who had
roles to play in Mumbai bomb blasts and stop cross-border terrorism. Till then
India should pursue a policy of active disengagement. Internally India should
repeal article 370 and residency laws and exile people who are supporting
terror and separatism. Resettling Kashmiri Pandits is overdue. Army should use
latest techniques to handle terror.
