Is housing quota necessary for CIDCO employees?
CIDCO employees in Navi Mumbai are enjoying the benefit of five per cent reservation. In other words, in each housing scheme, CIDCO employees have been allotted five per cent of the flats at reasonable rates. The question is do CIDCO employees deserve this facility?
There are some people who believe that this reservation policy meant for CIDCO employees should stop. According to them, already the prices of flats in Navi Mumbai are rocketing owing to coming up of international airport and Special Economic Zone (SEZ). The common man is unable to buy a flat in Navi Mumbai. There are indeed flats costing around Rs 20 lakhs in the city but even such flats are beyond the reach of common man. The common man is heavily dependent on CIDCO for affordable flats. But CIDCO has reserved five per cent of the flats in each of its projects for its employees. Some feel that this is injustice to common man and so this reservation should be scrapped in the greater interest of public. They question as to why CIDCO employees deserve this facility and why can't they too apply for flats as ordinary citizens? CIDCO is supposed to develop housing colonies and sell flats to needy buyers at affordable rates. Now do CIDCO employees fall under this category called 'needy buyers'? If not, then why do they deserve this charity? Why do they deserve flats at very cheap rates when they are drawing handsome salaries? Also there are some CIDCO employees who indulge in malpractice by fraudulently occupying more than one house in some housing schemes. What are CIDCO authorities doing about this?
However, CIDCO employees argue that there are quotas in MHADA and MMRDA projects that are availed by MHADA and MMRDA employees. Their question is what does it matter if CIDCO employees are given a quota in CIDCO housing schemes?
But some people are of the opinion that only those employees of CIDCO who can never afford even a small flat in their lifetime should enjoy this reservation facility. At present it is found that even the CIDCO employees, who are very well paid and can afford flats for themselves, are not only availing but also misusing this facility. This is not fair.
Instead of reservation, CIDCO employees can be given separate quarters to reside in. Many government organizations like 'customs' and 'police' provide government quarters for their employees to reside in. Let CIDCO employees too enjoy the same benefit.
